Payment plans exist at nearly every utility, and shutoff protections are stronger for people who called early.

Which utility upgrades actually pay for themselves?

In payback order for most homes: a programmable thermostat (often one season), LED swaps in the five most-used fixtures (months), water heater to 120°F (free), a switching power strip for the entertainment corner (a year), then weatherstripping and attic insulation (one to three years, and often subsidized; the Weatherization Assistance Program does it free for income-qualified households). Solar-scale purchases deserve real quotes and skepticism of door-to-door math. Settings first, cheap hardware second, big purchases a distant third.

The bill is already unpayable this month. What's the order of calls?

Call the utility before the due date and say 'payment plan' and 'hardship program' in the same breath; both usually exist and calling early keeps protections available. Then LIHEAP through your state (heating/cooling help, seasonal funds that run out, so apply early), then 211 for local utility funds that never advertise.
